Independent Personal Budget

We’re excited to announce that we have launched a co-fund (via Public Sector co-funding platform, CC2i) to create a digital solution to Independent Personal Budgets (IPBs) and we are welcoming any interested council’s involvement.

This is a council-led, collaborative project to co-design an automated digital solution to generate a self-funder’s IPB and digital care cap account, which the council and the service user can rely on in terms of the incoming adult social care funding reforms.

From October 2023, the government’s adult social care funding reforms will introduce a new £86,000 cap on the amount anyone in England will need to spend on their personal care over their lifetime. Self-funders – those who are not eligible for local authority means-tested support and who therefore need to arrange their own care – will need the means to calculate and track their eligible care costs that will count towards the cap (i.e. their independent personal budget).

Critically this project is split into separate Discovery and Minimal Viable Product (MVP) phases, and by the end of 2022 will have co-designed and developed an MVP in line with the Adult Social Care Reform – MVP Software Requirements Specification, from NHSTD which was recently out for consultation. 

The co-fund will consist of five councils and will allow all involved to be prepared for October 2023, work with like-minded authorities to co-design a sustainable self service solution without the need for IT resources and help support internal business process change.
